To promote innovation of a higher order that directly impacts the needs of the Industry/industries and there by improves the competitive edge of Indian manufacturing, and design Industry.
The scheme would be applicable to the projects proposed by the Indian Institutes of Technologies initially. The projects should have collaboration between the academia and industry - within or outside India.
The projects under this programme shall have the following essential features:
The project shall have been initiated by Industry/Industries or jointly by the Industry and the Institute.
It should address a specific need of the industry/industries and there should be clear expected outcomes from the project.
Normally it would be expected that the project would result in registering of a patent.
At least 25% of the project cost should be committed by the Industry/industries prior to the project being considered.
The project should have been considered and approved by the internal approval mechanism of the institution.
The projects should be uploaded on the IIT Council website for which IIT Kanpur will make special arrangements.
Bhaskar Ramamurthi obtained his B.Tech in Electronics Engineering from IIT Madras in 1980 and his M.S. and Ph.D degrees in electrical engineering from the University of California, Santa Barbara, in 1982 and 1985 respectively. He was awarded the University of California Regents Fellowship during his doctoral studies. After obtaining his doctorate, he worked at AT&T Bell Labs for two years before joining the faculty of the Department of Electrical Engineering at IIT Madras in 1986, where he is now the director. He served as the Dean of Planning at IIT Madras before taking over the role of director in September 2011.
His research interests are on topics in modulation and coding for mobile communications, wireless communication networks and design and implementation of wireless local loop systems. He is one of the founding members of the Telecommunications and Computer Networking Group (TeNeT) group at IIT Madras. He is the principal architect of corDECT wireless local loop system and Broadband corDECT Wireless DSL System, widely deployed in India and 15 countries. He is a Fellow of the Indian National Academy of Engineering since 2000. He was elected as a Fellow of IEEE, effective from January 2015.
Please form a consortium with a name assigned to it and one person as lead-PI of the consortium. Put this consortium name and lead PI name in the proposal. Attach a document with the list of companies in the consortium, the proportion of share of funds in percentage and names of PIs from each, as part of the support letter. As far as MHRD is concerned there will be a single person and entity responsible.
Since we have to send to one ministry, we need you to select the most appropriate one. Only one ministry will support a proposal.
It is not possible to have a uniform format. The format is unimportant (and may contain variants as specified in (1) above. However, each letter must state that it supports project titled ____ and will sanction Rs _____ for it during 20xx-20yy.

Create it in any other software (like Word), cut and paste into a pdf file; the pdf file can be inserted into this space. We are not interested in extracting fields from it, so we don't care which tool you use.
Industry has to transfer money or billable materials to the IIT (e.g., some machine or component, or chemicals/intermediaries, or software licenses) whose value can be documented precisely and independently assessed. Manpower cost borne by industry cannot be billed to project. Travel cost of industry personnel can be billed to project from the funds transferred by industry.
See above. IP license cost cannot be included, as the technology developed in the project will be licensed to itself! If the technology is licensed to another company, at that time the IP license can be charged to that company.
I was provided these 5 heads by MHRD. I believe the 30% OH includes travel and contingencies.
Again, this was decided by MHRD. They expect industry to be spending more for manpower (possibly allowing salaries more generous than govt scales), than for equipment.
MHRD has not specified the number of years. It is presumed that technologies of interest to industry will in many cases need to be developed within 1-2 years in today's fast moving world.
Yes, this is deliberate. DST/DBT are not a user ministry. They will not route their own project funding through UAY.
No. Some projects may have less or more. It is upto each IIT to approve within the 30%
We are asking only for timelines and milestones for overall project. MHRD will decide whether to release all money up front or in installments. It will probably consult with PI on this, or may decide unilaterally. If you wish, please include the fraction of funds you need for each milestone so that the input is also provided. It is upto the IIT to decide how to distribute the released amounts under various heads, as long as the expenditure limit under each head for the govt. funded part is not exceeded.
We do not want 30-page biodatas. The upto-10 relevant pubs/patents are enough.
The act of uploading of proposal by LC is tantamount to Institute approval for the proposal. Hence no Institute letter is needed.
Please note that if a project proposal is for Rs.1 lakh in total, Rs.25,000/- has to come from industry. In the budget table, support requested column (in the left) should be Rs.1 lakh and the industry support column (in the right) should be Rs.25,000/-. Balance Rs.75,000 will come from MHRD and user ministry.
Overheads is 30% of TOTAL project cost, incl. industry contribution. If project is Rs 1 lakh, industry contribution is Rs 25K, MHRD Rs 50K, Ministry Rs 25K. UAY Overhead is Rs 30K out of the Rs 1 lakh, and Rs 7.5K of this OH will come from industry part. The "OH" as defined in UAY includes travel, contingencies, and what we usually call Institute OH. There is no separate allocation for travel and contingencies.
